The Local Government Transparency Code was issued in 2015 in an attempt to place more power into citizens’ hands to increase democratic accountability and make it easier for local people to contribute to the decision-making process.
Our commitment as Roughlee Parish Council is to provide you with the tools and information needed to contribute to our decision-making process and hold us accountable. In principle, all data held and managed by us will be made available unless there are specific sensitivities (eg. protecting vulnerable people or commercial considerations). This information is a valuable resource to the Parish Council, but also to our local community and partners.

Publication of Documents
Above you will find a list of folders and files containing:
- minutes and agendas of all Parish Council meetings
- a list of all items of expenditure above £100+VAT
- end of year accounts
- annual governance statement
- internal audit report
- details of public land and building assets
Draft Minutes from Parish Council meetings are published no later than one month after the meeting was held. Agendas and meeting papers are published no later than three days before the meeting is due to be held. All other documents are published annually.
Staff Costs
The two employees of the Parish Council are the Clerk and Responsible Financial Officer (RFO). They each receive a wage for undertaking a range of financial and administrative responsibilities. The wages are paid according to the scales agreed between the National Association of Local Councils and the Society of Local Council Clerks. Roughlee Parish Council has agreed that the Clerk and RFO should be paid on Scale LC1, which is the scale appropriate for small villages.
