Roughlee Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.2 AA standard, due to the non-compliances and exemptions listed below.

Non-Accessible Content

The content listed below is non-accessible for the following reasons:

Non-compliance with accessibility regulations:

  1. Images & Overlays: Some photography, hero banners, and decorative graphics may lack appropriate alternative text (alt text) or adequate visual colour contrast when text is rendered over images.
  2. Document Accessibility: Certain PDF documents (such as agendas, minutes or financial statements) published after 23 September 2018 may not be fully structured for screen reader navigation.

Disproportionate Burden:

  1. Re-engineering legacy website templates, custom graphic elements, or complex visual layouts to meet full WCAG 2.2 AA automated contrast and coding metrics would impose a disproportionate technical and financial burden on council resources at present.

Exemptions within scope:

  1. Older PDFs: PDFs published before 23 September 2018 that are not essential to providing active council services are exempt under regulations.
  2. Third-Party Content: Interactive mapping tools or embedded third-party media may not meet full screen reader accessibility standards.
